IAFC seeking new members for Terrorism and Homeland Security Committee

Get Involved: Seeking Applicants for IAFC Committee

Fairfax, Va., May 21, 2013- The IAFC seeks new members for its Terrorism and Homeland Security Committee. This is a policy-oriented committee that provides direction and subject matter expertise on the fire and emergency service role in homeland security matters. The committee monitors current trends, policies and directives at all levels of government to provide appropriate guidance to all stakeholders. The committee is tasked with identifying and implementing projects and programs that support the IAFC's continued reputation as a trusted resource - to the fire service and beyond - on homeland security issues.

Qualifications and Application
All committee members must meet specific professional qualifications pertinent to the appointment and are expected to play an active role in the committee's activities. The committee chair will review all applicants before passing recommendations to IAFC President Hank Clemmensen. In addition to appropriate work experience, all committees strive to achieve geographic balance and diversity among committee members.

If you're interested in being considered for appointment, please submit a letter of interest with a resume and complete contact information to Joelle Fishkin, component relations manager, no later than Friday, June 7. Please name the committee in your cover letter.

New committee members are expected to attend the committee meeting at FRI 2013 in Chicago and begin participating on teleconferences immediately. The IAFC does not provide financial assistance for committee members to attend FRI.

Please note it's possible there will be no further IAFC committee openings in 2013.

MSPCA offers Equine Rescue and Training

The class dates are June 1st and 2nd and will be at Nevins Farm which is located at 400 Broadway, Methuen, MA. The first day of the class is hands on introduction to horse and other livestock handling. The second day is hands on emergency equine rescue techniques including a trailer and stall extraction. The cost for the two days $75.00 and participants can sign up on line at www.mspca.org on the main home page click on programs and resources and then click on the equine safety and ambulance page.

Scholarships provided by the International Association of Fire Chiefs Foundation help first responders advance their college level education so that they are better prepared to face the ever increasing and complex challenges of today’s fire service.

Any person with a minimum of three years as a volunteer, two years paid, or a combination of three years paid and volunteer active service with a state, county, provincial, municipal, community, industrial or federal fire department is eligible to apply.

Fire Prevention inspection data collection software

Chiefs,

I am looking for information on data collection software for my Fire Prevention Bureau. I am in the process of aquiring some tablets or laptops for the inspectors to use during inspections and I am curious as to what type of programs other departments are using, how satisified they are with them and what their estimated cost is to purchase.

Ambulance contracts

The Town of Spencer is contracting with a private ambulance service for ALS EMS service for the upcoming year. We've been served by a private non profit for the last 54 years and this year forward we will be contracting for services most likely from them since they are requesting funds to continue their service. If anyone has a contract with a private EMS provider that you could share, if you could please forward to me a copy of the contract to review that would be great. thank you

Bereavement Uniform Program

After little over a year, the Bereavement Uniform Program has attracted enough departments with enough donations to formally announce and invite America’s Fire Service to take advantage. What is left to do is to create Program awareness and easy access for families wanting to use it.

That puts the ‘ball in your court’. Attached is a very short cover letter of Association endorsement and the ‘link’ that will take people directly to the Program. Also attached are a few of the testimonials the Program has received.

Public Comment period on code proposals

I thought it might help to send you a simple explanation on where we stand today in the code development process for the 2015 I-Codes.



The public hearings in Dallas for the Group B codes (Admin, IEBC, IECC, IFC, ICCPC, IPMC, IRC, ISPSC, IWUIC, and IZC) have now been completed. It is important to understand that the action taken by the code development committee is only a recommendation to our members. Our governmental members will take the final vote at the Committee Action Hearings in Atlantic City October 2 -10, 2013. However, there is still one more very important step to take before we take the final vote. It is called the “Public Comment” period.

The next step is “Public Comments”. Public comments are very important because if a proposal does not receive a public comment it is assumed that the members agree with the committee’s recommendation. All the proposals that do not receive public comments will be placed on a consent agenda and the governmental members will vote to approve all the items in the consent agenda with a single vote. All proposals that do receive public comments will be debated again and voted on individually in Atlantic City by our governmental members.

Remember this is your code and if you do not agree with the recommendations of the Code Development Committee you need to take the time to write a public comment and submit it before July 15, 2013. To assist you, in case you are not familiar with how to write public comments, I have included the below:

CP#28-05 Code Development

6.4.4 Desired Final Action: The public comment shall indicate the desired final action as one of the following:

1. Approve the code change proposal as submitted (AS) or

2. Approve the code change proposal as modified (AM) by one or more specific modifications published in the Results Hearing or published in a public comment, or

3. Disapprove the code change proposal (D)

6.4.5 Supporting Information: The public comment shall include in a statement containing a reason and justification for the desired final action on the code change proposal.

NFPA/Metro Chiefs Working With VA To Assist Homeless Vets

Dear Colleagues:
On any given night, nearly 63,000 Veterans are homeless in the United States. As fire and emergency medical services (EMS) members, we often encounter these Veterans out on the streets or on an emergency run and see firsthand the hardships they face. As first responders, we can use that access to make a difference in the lives of these Veterans in need.
Both the Metro and International Association of Fire Chiefs are partnering with the U.S. Department of Veterans Affairs (VA) in its efforts to end Veteran homelessness. As Metro chiefs, you and the members of your departments can help Veterans who are homeless and their families get the services they’ve earned by supporting this important partnership.

All that is being asked of us is to help disseminate the information about VA’s resources to our local affiliates and members, as well as arm all of our fire rigs and EMS vehicles with wallet cards and tear cards so if our crews encounter someone who is homeless, they can simply ask the question, “Did you serve in the military?” And if so, they can encourage the Veteran to Make the Call to 877-4AID-VET. Our most important role is to make people aware of the hotline and how they can help.

Reserve your rooms for October meeting at the White Elephant - Nantucket

The Association will be holding its October meeting on Nantucket. This meeting has been moved to a Friday so that those who wish to stay for the weekend. The date of the meeting is Friday October 25th, 2013. Members can call to reserve rooms by calling 1-800 –ISLANDS and request the Fire Chiefs Association of Massachusetts block.

If you want to come early and stay Thursday night use the same information. Newly elected President George Rogers urges members to attend and take this opportunity to relax and have some "down time" with your peers and their spouses, and guests.

Please contact the secretary if you have any questions. Specific information on the meeting will be posted in September. Members attending will be responsible for making their own travel arrangements to the Island. Please register with the hotel as early as possible so that we have a good idea of the numbers attending and if we need to increase the number of rooms in the block.

A free program on preventing teen suicide will be offered on May 20 in Taunton. This is through the Mass. Dept. of Public Health. (Unfortunately, the same day as the Cape and Islands CISM conference starts). While this program is geared for EMTs, it would be excellent for Fire Department Chaplains as well.

Program Description: In Massachusetts, there are 3 times as many suicides as there are homicides every year. Suicide is the third leading cause of death in adolescents, and the 4th leading cause of death in ages 34-54. Most suicides are preventable. Many individuals who attempt or complete suicide have a current mental illness which may be unrecognized. This program will begin with a general overview of suicide and suicide prevention, followed by a focus on two areas related to adolescents: (1) recognizing and managing emotional problems in children/adolescents and (2) issues in youth suicide. EMTs play a vital role in public health prevention activities. Increasing the knowledge base of EMTs will assist them in providing the most appropriate response and management of adolescent emergencies.

Section I: Suicide Primer for EMTs presents an overview of facts and myths about suicide. EMTs frequently respond to people in crisis or who have attempted suicide. Dr Feldman will provide detailed information about risk factors and communication strategies for on-scene response.
Section II Recognizing and Managing Emotional Problems in Kids: EMTs may encounter kids in crisis in all settings, including home or school. Psychological problems may present differently in adolescents than in adults. Some of the most common behavioral/ psychiatric disorders will be discussed along with some effective communication strategies

Section III Understanding Youth Suicide: this section provides a foundation for the EMT’s understanding of the similarities and differences between adult and youth suicide, including risk factors, protective factors and de-escalation methods. Section IV :Impact of Trauma on EMS: Irregular hours, long shifts and constant need to manage life and death situations contributes to job stress for EMTs and Paramedics. Responses to critical incidents such as child injuries or death can negatively impact responders. This section will briefly discuss self-care and agency strategies for preserving EMT well-being.

Updated HUD Form Allows New Homes to Meet IECC Energy Requirements to Qualify for FHA Financing
The U.S. Department of Housing and Urban Development has updated its Builder’s Certification of Plans, Specifications and Site form to require home builders to certify that a new home complies with the 2006 International Energy Conservation Code or a newer edition of the code. Homes not in compliance with the IECC will not qualify for Federal Housing Administration loan financing. While this is not a federal requirement for all new homes, it is a requirement for any home a builder wants to be eligible for FHA financing. Sunday May 19, 2013 marks the beginning of National EMS Week and presents an opportunity to honor the men and women who deliver pre-hospital 9-1-1 emergency medical care throughout the United States. This vital public safety service is provided primarily by cross-trained, multi-role emergency responders who are based in our nation's fire departments.

The fire service has a rich history of protecting the health and safety of our communities through an 'all hazards' response model that includes the delivery of pre-hospital emergency medical care. Fire service-based EMS providers are located, trained, and equipped to provide virtually every community with timely pre-hospital 9-1-1 emergency medical response and patient care. Every day, dual role firefighter/EMTs and firefighter/paramedics respond quickly, professionally and compassionately to medical emergencies in communities across the country.

The Fire Service-Based EMS Advocates coalition recognizes the life-saving contributions and achievements, as well as the dedication and commitment of those who serve in fire service-based EMS systems. National EMS Week is a time to pause and say "thank you" to the entire EMS Community, including firefighter/EMTs and firefighter/paramedics - our nation's 'all hazards' response professionals.

Designated/Infection Control Officer (Basic)
This two-day course is designed to prepare the infection control officer to fully meet the requirements of the position under NFPA 1581, OSHA, and the Ryan White Law. The Ryan White Law states that each fire, EMS, or law enforcement agency must have a designated officer to manage exposure issues for the department. Understanding this role and the many aspects of this job is important to assist with department risk management and department member advocacy.
The role and responsibilities along with a job description are presented along with Step by step program formulation to enable the course participant to return to his/her workplace and set up a working program. A well trained designated officer will be an effective advocate for both the members of the department as well as the administration.

West, Texas Firefighter and EMS Fallen Hero Fund
In light of the tragic event in West, Texas on Wednesday and in cooperation with local support efforts, the National Fallen Firefighters Foundation has established a national fund to accept monetary donations to assist the survivors and coworkers of the fire and EMS personnel who died in the line of duty. Checks can be mailed to:

As a result of the blast, the station along with the apparatus, equipment and turn-out gear were destroyed or badly damaged. If you would like to donate these items, please send a message with your contact information to www.firehero.org/contact and the Foundation will share this with the West, Texas department.

"This fire and explosion have devastated the entire town in which so many people know and care about each other," said Chief Ron Siarnicki, executive director of the NFFF. "We want to ensure the survivors and coworkers of those who died in the line of duty know that the entire fire service family is holding them in our hearts and doing all we can to offer support."

As part of the Foundation's mission to assist the survivors of the fallen, the Texas LAST (Local Assistance State Team) was activated on Wednesday night to provide support to local officials and public safety personnel in West.

The United States Congress created the NFFF to lead a nationwide effort to remember America's fallen firefighters. Since 1992, the non-profit foundation has developed and expanded programs to honor fallen fire heroes and assist their families and coworkers. The NFFF also works closely with the U.S. Fire Administration to help prevent and reduce line-of- duty deaths and injuries. When your department is spec'ing a new fire truck or ambulance please note the following; if you are considering a chassis built by International Truck and you want it built in the USA you must specify this in your bid requirements. When the order is placed with International, a copy of the Made in USA bid requirement must be submitted with the order. If it is not, that chassis may be built in Mexico. If bid specs require Made in USA, the chassis will be built in Springfield Ohio. There is no extra cost involved. I know the fire service wants Made In USA and I want that to happen.

In light of recent events and the concern that we may see a rise in bomb threat responses I have asked the Fire Marshal for a model procedure to handle threats. He has provided the MA State Police Bomb Squad response guidelines which offers great response information including information relative to working with the Bomb Units should they respond to your community. You may use this information to augment plans you may already have in place.
