Looking to see if anyone else has run into this.
I have a single family residence that has a lengthy drive way. The drive way passes over a small stream with a culvert. The culvert recently failed causing serious damage to the drive way making it impassable to all emergency vehicles. The homeowner wants to fix it but the Conservation Commission wants him to jump through a million hoops. The only exception to their ruling is if Public Safety or Public Health declare it a public safety emergency with an official declaration then they can grant a waiver to the normal process.
Has anyone done this before?
